  Russia is not a Governmental Member of EQAR.

• General information on higher education

  Following the Russia Federation's forces unacceptable and unjustifiable attack on Ukraine, EQAR decided not to maintain or initiate any contact or collaboration with any central government agency of the Russian Federation for the time of the invasion. As a result, EQAR currently does not maintain the country profile of Russia.

  
  

  The Bologna Follow-Up Group (BFUG) condemned the Russian Federation's invasion of Ukraine as fundamental violation of the values, principles and goals of the European Higher Education Area (EHEA), and of the obligations and commitments Russia has undertaken since it joined the EHEA in 2003. As a result, the BFUG suspended the Russian Federation's representation in all structures and activities of the EHEA.

  
  

  EQAR’s work to further the EHEA is based on the same principles of pursuit of peace, rule of law and democracy. EQAR therefore supported the BFUG decision.

  Higher education studies in Russia are offered by national universities (Lomonosov Moscow State University and Saint Petersburg State University), federal universities (leading higher education institutions), national research universities, universities, academies and other public or private institutes. Higher education institutions may be also run by municipal and regional authorities.

  
  The governance of education is within the power of the federal state,
  governmental authorities and public authorities. The Russian higher
  education system is regulated by the Federal Law “On Education in the
  Russian Federation” 29.12.2012

  The quality assurance system in Russia involves three procedures: licensing, state accreditation and public accreditation.

  The requirements for the quality of education and training are set at the state level by the Federal State Educational Standards (FSES). They are mandatory for state accredited educational institutions in order to offer basic higher education education degrees.

  Federal universities and national research universities have the right to develop their own educational standards at all levels of higher education.

  A fully functioning quality assurance system is in operation nationwide but only some higher education institutions are subject to regular external quality assurance by an agency that has successfully demonstrated compliance with the ESG through registration on EQAR

• European Approach for Quality Assurance of Joint Programmes

  European Approach available to some higher education institutions or only under specific conditions

  Due to “self-accrediting” status of their programmes, federal and national research universities are able to employ the European Approach.
