General information on higher education
The higher education in Moldova is organized in universities, academies of studies, institutes, superior schools and schools of high studies. These educational establishments may be private or public and may offer studies at bachelor, master and doctoral level.

National external quality assurance requirements
Any public or private legal entity providing higher education is subject to an external assessment for provisional authorization before initiating its activity. Higher education institution and their study programs are then subjected to periodic accreditation.
In case if a negative external quality assessment result, the Ministry of Education asks the Government to withdraw the functioning rights of the institution or its study programmmes. Students enrolled in these institutions and study programmes are in these case enrolled in a similar study programme belonging to other educational establishments.

A fully functioning quality assurance system is in operation nationwide but only some higher education institutions are subject to regular external quality assurance by an agency that has successfully demonstrated compliance with the ESG through registration on EQAR

Eligibility requirements for foreign agencies: EQAR registration is sufficient.

Conditions for the agencies’ work (e.g. criteria to be used): the quality assurance agency has to follow the national standards when carrying out the review.

European Approach for Quality Assurance of Joint Programmes
European Approach available to all higher education institutions
Moldova's legal framework (Education Code art.113,115) allow higher education institutions to choose/accept a review by an EQAR-registered agency using the European Approach.
