University of Primorska is the third state university in Slovenia and at the same time also the smallest one. It was established in year 2003 when some independent colleges and research centres that already existed in the region merged under a common organisational structure. This historical background is in part still reflected in the procedures, governance and management of the University and its members. However, the structure in the last accreditation period has been changed significantly, as an important founding part of the University - The Science and Research Centre (ZRS) become independent again. A few years after that decision, the University has overcome a drop in research staff and results that was inevitably related to this decision. At the same time, the University is now more financially stable and ready for new partnerships, such as recently established cooperation with the State University Lomonosov from Moscow. The orientation of the University towards internationalisation is one of the mainstream goals also for the future. The University is very appreciatively accepted in the region, where some new buildings are on disposal for its further development. Moreover, the study process is also performed in some more distant cities across Slovenia, where the presence of the University with some niche study programs is also appreciated. University of Primorska is a small university where good and open collaboration between the students and administrative staff as well as a direct and genuine contact between the teaching staff and the students is something natural and as such, a great advantage for all parties. The students are coming not only from the coast region but also from other parts of Slovenia and abroad. Their activities and the University as a whole represent a strong benefit to the region and local community. To enhance this impact more student dormitories will need to be provided, especially because the region is also very popular touristic place. -

The university study program Tourism and both higher education professional programs Tourism Destination Management and Tourism Enterprise Management are carried out at the Faculty of Tourism Studies (Turistica), which is a member of UP and is active in the area where tourism is almost at home. There is no doubt about the interest in such studies in the region and beyond. The strong links between students and employers, the exemplary cooperation of the Faculty with external stakeholders and the administrative regulation of practical training are commendable. Special attention should be paid to the systematic guidance of students through individual work in order to obtain a competent model of the graduate. We strongly recommend improving the process of preparing and writing self-evaluation reports, actively involving students and the Alumni Club, and presenting the results to all interested parties. The QA Commission should have its place on the faculty websites as a space for publishing quality related documents and results of evaluations. The implementation of recommendations based on the self-evaluation of study programs is less obvious from the self-evaluation reports. Greater emphasis must therefore be placed on the action plan to close the quality loop. The preparation and updating of study programs is mainly related to increasing the number of graduates and enrolment rates. The Faculty also uses other mechanisms to promote study programs. In order to achieve excellence in the quality of teaching, more time should be invested in the education and training of university teachers to make use of modern, innovative forms of teaching, as students have also stressed. This is also the reason why the faculty must ensure adequate material conditions in terms of up-to-date computer hardware and Internet access for the students. Guidelines for mentors in practical training and examples of good practice for other study programs. Good vertical and horizontal links between the Faculty and the University enable good project and research work, which is commendable. The relationship between students and teachers is also exemplary. -

The undergraduate study program Mathematics at the University of Primorska, Faculty of Mathematics, Natural Sciences, and Information Technologies, is conducted in both Slovenian and English language. In the third year, the program offers seven study fields; however, only the general study field has been available in the past three academic years. Despite this, students still have access to elective courses from all study fields, based on their interest. Nevertheless, it is recommended that the study program is changed such as to eliminate the study fields or, at least, reduce the number of study fields to those that can be offered annually. Progression rates in both the Slovenian and English versions of the program are low from the first to the second year and from the second to the third year. The pandemic might be a contributing factor, but the reasons for student dropout need further investigation, as the program's leadership is currently speculating on the causes. Due to the smaller student numbers, elective courses in the third year are taught jointly in English for both versions of the program. This approach, viewed as internationalization at home, should be communicated to prospective students before enrolment, and not just at the information day, as not all prospective students may attend it. No issues were identified with students enrolled in the Slovenian version regarding the joint English-language courses. The expert group found that several courses have been delivered with a different type of contact hours than accredited. This discrepancy necessitates appropriate changes to the study program. Additionally, for elective courses and one mandatory course delivered with reduced contact hours, there should be records of how the learning objectives and outcomes outlined in the curriculum are achieved by other forms of work. While faculty believe that delivering elective courses in full would be superior, students are satisfied as long as all desired elective courses are offered. However, a significant problem identified is the joint delivery of mandatory courses in Analysis and Computer science with other study programs. This results in Mathematics students not receiving the level of instruction they would if the course were solely for them. When academic staff is available and financial conditions permit, it is recommended to separate these courses. The study program is distinguished by the high scientific research excellence of the faculty, who are involved in numerous research groups and projects. Students are encouraged to engage in research activities already at the undergraduate level. Some students have had research publications before completing their studies, which has facilitated their acceptance into prestigious universities abroad. Small student numbers are seen as a significant advantage, allowing direct and continuous communication with faculty. This ease and effectiveness in addressing potential problems are envied by other students at the faculty. Graduates express high satisfaction with the knowledge and competencies acquired during their studies. They believe the program met their expectations and would choose to study Mathematics at FAMNIT again. However, they noted a desire for more practical applications of their knowledge during their undergraduate studies. This was echoed by current students, who also expressed a wish for more practical connections in individual courses. Employers are highly satisfied with the program's graduates and have shown interest in contributing to the curriculum development of an elective practical training course if the faculty decides to offer one. Faculty and researchers are satisfied with their work environment and opportunities for professional development. The University of Primorska recently introduced the option of a sabbatical year, which many interviewees with the expert group plan to take advantage of. The expert group also found that faculty are not overburdened with teaching duties, except in the areas of financial mathematics and statistics, where there is a shortage of staff. The group of experts provided the most suggestions for improvement regarding the self-evaluation process and the self-evaluation report. Conversations with staff and students reveal that various aspects of the study program's implementation are discussed, and the opinions of different stakeholders are taken into account. Although the self-evaluation of the study program is conducted annually, the experts made several suggestions regarding the content that should be evaluated, as detailed under standards 1 and 2 of this report. -

Report summary
Based on the received application form, documents and interviews conducted during the visit to the University of Primorska, Faculty of Health Sciences (UP FVZ), a group of experts assessed the application for sample evaluation of study programmes, Nutritional counseling - Dietetics, 1 cycle and Dietetics and clinical nutrition, 2. cycle. The group of experts note that the institution has a well-established quality system, based on Deming PDCA cycle (Plan-Do-Check-Act) for study, research, and other activities by involving all stakeholders in the process of planning, implementing, and monitoring measures to ensure and improve the development and progress of the institution's operations. We acknowledge with appreciation that the faculty leadership recognizes the importance of self-evaluation of study programs and understands it as a key tool for internal improvements. From discussions with different stakeholders, it is clear that the faculty uses numerous approaches to collect information and proposals for study program changes and their subsequent analysis. We noticed as well, that there is still space for some improvements in the process of providing feedback on findings from self-evaluation to various stakeholders. Material conditions, such as premises, equipment, and ICT, are, in the experts' assessment, of a high standard and as such provide suitable conditions for the implementation of both educational and research activities. We recognize the institution's commitment to continuously monitoring the implementation of the study programs, considering the development of the study discipline, and aligning it with graduate employability and knowledge needs. This is particularly evident in the emphasis on practical training. While the study program demonstrates overall coherence, our review identified some areas where adjustments could further enhance its structure and delivery across semesters and years, as well as in their corresponding credit assessment (ECTS) and the adjustment of the obligatory literature is suggested. We encourage professors to write their textbooks as well. It is also considered important that university teachers are actively involved in various research projects, successfully transferring research findings into teaching practice. The group recognized the important role of the project office in the preparation and implementation of projects and access to financial support for attending conferences or scientific publications as well. During the review of documents related to academic title appointments at the University of Primorska, the group of experts identified the use of the title “venia legendi et examinandi”, which is inconsistent with Slovenian legislation (Articles 52, 53, and 54 of the Higher Education Act - ZViS). Some of the main opportunities for improvement: a) Improve the system for providing feedback on findings and results of the selfevaluation process to various stakeholders. b) Present to purpose of questionnaires to students - that they are intended to increase student involvement in the system c) Systematically involve clinical practice mentors in the self-evaluation process. 6 d) Improving the evaluation of acquired competencies of students in clinical practice. e) Improvement of horizontal and vertical connections of the courses. f) Further implementation of new methods of learning with the emphasis on raising the quality of seminar works. g) Introducing systematic and continuous training of mentors. h) More monitoring of the workload in the self-evaluation process. i) Updating the website. The expert group provided some suggestions and opportunities for improving the study programmes, which we believe UP FVZ can successfully implement into the curriculum. -
