Summary
Report summary
University of Primorska is the third state university in Slovenia and at the same time also the smallest one. It was established in year 2003 when some independent colleges and research centres that already existed in the region merged under a common organisational structure. This historical background is in part still reflected in the procedures, governance and management of the University and its members. However, the structure in the last accreditation period has been changed significantly, as an important founding part of the University - The Science and Research Centre (ZRS) become independent again. A few years after that decision, the University has overcome a drop in research staff and results that was inevitably related to this decision. At the same time, the University is now more financially stable and ready for new partnerships, such as recently established cooperation with the State University Lomonosov from Moscow. The orientation of the University towards internationalisation is one of the mainstream goals also for the future. The University is very appreciatively accepted in the region, where some new buildings are on disposal for its further development. Moreover, the study process is also performed in some more distant cities across Slovenia, where the presence of the University with some niche study programs is also appreciated. University of Primorska is a small university where good and open collaboration between the students and administrative staff as well as a direct and genuine contact between the teaching staff and the students is something natural and as such, a great advantage for all parties. The students are coming not only from the coast region but also from other parts of Slovenia and abroad. Their activities and the University as a whole represent a strong benefit to the region and local community. To enhance this impact more student dormitories will need to be provided, especially because the region is also very popular touristic place. -

Report summary
The PhD study programme Language and Interculturality regularly conducts selfevaluation. The students' opinions are obtained in less formalized ways, which are appropriate for the level of study and the small number of students. The self-evaluation reports are not entirely clear at all points as to which programme they refer to. It is advisable to focus more on the study programme, to record minor changes as well and to show whether the proposals for programme changes made by the students have been taken into account. The students are not informed about the results of the selfevaluation, so we would recommend that the institution inform them about the selfevaluation report. The teachers have an individual approach to doctoral students, which is an advantage. The students' initiative to change the Language Research Methodology course has partially been taken into account, although this was not recorded in the reports. It is advisable that the students continue to be empowered in this area. At present, doctoral students are not included in the faculty bodies, therefore it would be useful to examine the possibilities for their greater involvement in quality assessment processes. The doctoral dissertation topics are connected to the areas covered by the study programme. Study contents and dissertation topics are connected to the multilingual and multicultural environment. The good research results achieved by the students confirm the quality of the way the programme is carried out. A partial cooperation with foreign universities gives selected students the opportunity to rely on the help of mentors from two institutions when preparing their dissertation. As for the formal aspect of the cooperation with the Ca' Foscari University (Double PhD Degree Programme) based on an inter-university agreement, the agency shall have a final say in whether accreditation is required for this type of cooperation (as it is not a double degree). The teaching methods are suited to the needs of doctoral students and are studentcentred. The teachers’ flexibility and accessibility is commendable. The number of the contact hours and other forms of work with students is adequate. The study material is adapted to the teaching methods and the needs of the students. The students have opportunities to participate in scientific and research work and receive appropriate support. The teachers meet the mentoring requirements. Lecturers from other Slovenian and foreign institutions also participate in the programme. The material conditions are adequate. It is recommended that the faculty form its own programme group. The students have the opportunity to pass to a higher year and complete their studies, while teachers are guaranteed respect for their autonomy in teaching and research. On the basis of the above findings we conclude that the study programme generally meets the standards assessed. -

Report summary
The self-evaluation processes are conducted according to a standardised protocol of the University of Primorska that has been put into effect in 2018. However, the self-evaluation reports we have inspected vary in length, number of participants in surveys and focus groups, as well as in the depth of interpretation. The overarching impression when reading the reports is that they comply with the formal demands of self-evaluation processes. However, descriptive data, opinions and remarks are only rarely interpreted. Also, in the process of updating the programs, the stakeholders of the study process were not equally involved. The mechanism for involving students, representatives of both student and professional community in the development of the curriculum and review of the programmes needs to be further developed and formally better structured. Moreover, there is a lack of action-planning and result tracking, or rather the action plans are poorly written (they need an analysis of causes, actions, responsibilities and deadlines). Besides, there is a need for better-defined procedures in order to keep track of vertical and horizontal connectivity between subjects when updating the study programs and syllabi. The updated programs exchange the term "general competences" with the term "learning outcomes". The reasons for this swap are not explained in any of the documents. Nevertheless, the updating of teaching methods was well presented in the interview with the teaching staff. Many of them are dedicated to exploring new methods of teaching; they emphasise blended learning as a strong point. FM has developed its own, adapted survey questionnaires for different stakeholders to determine the adequacy of study activities and student's work. However, the problems in study-year completion rates are not improving despite the adoption of the quartal system. Teachers believe that the faculty has limited impact on this. In the case of shortening the time it takes the average student to complete the study program, they have had more success. Formally, all the criteria for informing the stakeholders and the public about the study processes of the faculty are met. The study process is well organised and is progressing without interruptions in all three stages. The teachers are qualified and have the correct competencies for leading the study process. Where implemented, practical work is well organised and is completing set goals. There is a possibility for further improvement regarding developing efforts to involve better students in research work. -
